Write the workflow in one sentence
Name the user, input, purpose, output, reviewer, and destination. Keep the first use case narrow enough that everyone can understand what is being approved.
Answer seven questions
What data enters? Which role does the organization play? What agreement covers the exact service? Which features and configurations are allowed? Who reviews the output? Where is the final work stored? What happens when the system fails or changes?
